日本国の対韓十か条の要求その２－反日教育の廃止：The Ten Demands to South Korea Part2
日本国の対韓十か条の要求の第２の要求は、反日教育の廃止です。
邦文 反日教育の廃止
日本国と韓国は、1965年に日韓基本関係条約を締結し、国交を正常化しました。条約締結により過去の出来事は全て清算したはずなのですが、韓国政府は、以後も反日教育を推進し、韓国の教室では、史実や実像を捻じ曲げ、日本国は極悪な加害国であると教えています。この結果、韓国国民の多くは、日本国、並びに、日本人に対して敵対的な感情を抱き、日本人に対する加害行為を正当化するまでになりました。「市民的及び政治的権利に関する国際規約」の第20条では、民族的な憎悪の唱道を法律で禁じるように定めていますが、韓国は、日本憎悪を学校教育として実践しているのです。日本国には、韓国に対して反日教育の廃止を要求する正当な権利があります。
English: Abandonment of the anti-Japanese educational policy
On June 22, 1965, both representatives of governments of Japan and South Korea signed the Treaty on Basic Relations between Japan and the Republic of Korea. Obeying principles of international law, Japan and South Korea ought to have completely restored normal diplomatic relations and to have made mutual friendship between both peoples by this treaty.
The government of South Korea, however, has maintained their extreme anti-Japan policy: South Korea continues to give the people distorted views and fabricated historical facts about Japan, and, through educational programs, to brainwash their people to believe Japan and Japanese people to be fearfully cruel, brutally aggressive and ignoble. As a result, most of Korean, who has hold a deep grudge against Japan and Japanese people, has come to support their unreasonable demands against Japan under the pretext of revenge to Japan.
Article 20-2 of International Covenant on Civil and Political Rights provides that “Any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law.” Based on the international laws, Japan has reasons for demanding to South Korea to abolish this hostile anti-Japan educational policy.
